Bill was a solid fixture in my childhood. He lived a block away from my home and I would walk over to his street frequently to see his son, Travis, or his neighbors, the Beckers and the Scores. He had a big presence and I remember the resonance of his voice and his serious nature. My father entrusted our first home to Bill and I know that they had a very positive relationship. My parents interacted with Bill and Nancy frequently over the years and, even after my father died, my mother was frequently in contact with their family. I am grateful for the positive experiences with the Starck family and their strong presence in the Windsor community. Bill was very devoted to the town of Windsor and, in part, because of his devotion and that of his greater family, Windsor provided a very good place to grow up for a number of different children. This can't be understated especially in the times we live in today where small communities are not honored as they once were. As I get older, I appreciate these experiences more and more. Bill was a good man and I wish his family peace and happiness.

There's a laughter shortage today, and the situation wasn't helped last week with the death of my brother Bill. He had the kind of laugh that suggested life was worth living. Those fortunate to experience that laugh will never forget. It began in the throat with a raspy, gravelly sound. Soon it was emanating from the diaphragm. Then it seemed to flow down to his toes, which must have tingled. Head to toe laughter! You couldn't help but join in the warm glow that, he, this is making me feel better. Bill had that effect on people. Regardless of circumstances--which were not always pleasant--Bill's laugh provided an emotional boost. Windsor and the world will miss Bill--especially that laugh. Thanks, Bill. ---Brother Ken, Iowa City.
